DFA - General Counsel

Patrick’s practice has specialized in financial transactions and the oversight of financial institutions, with a particular focus on regional and binational markets in New Mexico.

Prior to joining DFA, he served as General Counsel to the New Mexico Regulation and Licensing Department which oversees the financial, securities, construction, and cannabis industries, among others. He was also the founding Executive Director of the Hunt Institute for Global Competitiveness, a pioneering and innovative research platform located at the University of Texas at El Paso that produces detailed economic and legal analysis of the various market, regulatory, and law enforcement mechanisms that converge in New Mexico, Chihuahua, and Texas. Patrick began his legal career in international development finance at the World Bank and the Inter-American Development Bank in Washington, D.C.

He received his J.D. from the University of New Mexico School of Law and his LL.M. from the Universidade Católica Portuguesa where he was a Fulbright Scholar, researching the Spanish and Portuguese financial systems. He has also studied finance and trade law at the Instituto Tecnológico Autónomo de México and the Universidade de São Paulo. He received his undergraduate degree in Mathematics and Philosophy from St. John’s College in Santa Fe, New Mexico.

He is licensed in New Mexico and New York.
