Capital Development Program Fund

The New Mexico Department of Finance and Administration invites state agencies, tribal governments, counties, municipalities, and political subdivisions to apply for funding from the Capital Development Program Fund (CDPF). The CDPF provides another funding source for which entities may access to help fund projects across the state.

2025 CDPF Funds

$24 Million in HB 450 appropriated for project completion grants not to exceed $1 million or 20% of total project cost, which ever is less.

Applications closed August 31, 2025 and entities will be notified of grant awards by October 15, 2025.

2026 CDPF Funds:

Approximately $26.5M will be available as part of the 2026 Capital Outlay bill. Grant funds may be used for planning and design for projects with a total cost of greater than $5 million or complete projects/useable phases with a total cost of less than $5 million.

DFA-IPDD will open the application for these funds on Monday September 29, 2025 and will close the application on Monday, October 27. IPDD will then review and score the application from October 28th-November 8th. Contingent awardee list will be provided to the Legislative Finance Council for discussion at their November 17th meeting. Contingent awards will not become final until the Capital Outlay bill is signed by the Governor no later than March 11, 2026. Funds will be available for awardees to utilize beginning July 1, 2026.

DFA-IPDD will host office hours to answer any questions about the 2026 fund and your application from 1-2pm on Wednesday, October 8th and Wednesday, October 22nd.
