Emergency Services IP Network

The Emergency Services IP Network, or ESInet, provides the statewide IP-based network infrastructure used to transport emergency communications between originating networks, NG911 core services and public safety answering points (PSAPs).

New Mexico's ESInet was designed around network diversity, resiliency and the realities of operating a statewide 911 system across a largely rural and geographically diverse state. Rather than relying on a single network provider or a uniform connectivity solution, the network uses multiple transport paths and technologies to provide diverse connectivity to PSAPs. SD-WAN technology coordinates the diverse transport paths as a unified network, continuously monitoring network conditions and directing traffic across available paths to support reliable connectivity.

Emergency Services IP Network (ESInet). The ESInet is a diverse, statewide IP network that securely transports the call, location and other data between NGCS and PSAPs.

The standard design provides three diverse network connections where infrastructure allows. These connections may use different carriers and technologies, including MPLS, broadband Internet, wireless connectivity and satellite service. The specific combination is determined by the infrastructure available at each PSAP and the ability to provide meaningful network diversity.

This approach was particularly important in rural areas where traditional telecommunications infrastructure may be limited or where multiple providers may share portions of the same physical network. In some locations, alternative technologies such as 5G/LTE and low-Earth-orbit satellite connectivity provide connectivity where traditional wired options are limited or do not provide sufficient diversity.

The result is an ESInet designed to adapt to New Mexico's geography and infrastructure rather than requiring every PSAP to use the same network configuration.

The objective is simple: provide every PSAP with multiple, diverse paths to the statewide NG911 environment, using the technologies that make the most sense for its location.
