About the Capital Development Program Fund
The New Mexico Department of Finance and Administration invites state agencies, tribal governments, counties, municipalities, and political subdivisions to apply for funding from the Capital Development Program Fund (CDPF). The CDPF provides another funding source for which entities may access to help fund projects across the state.
2027 CDPF Funds
Approximately $30M will be available for appropriation from the Capital Development Program Fund during the 2027 legislative session.
DFA IPDD will release the application in August and the application will remain open for one month.
At least one training will be provided to interested entities to go over the application questions, requirements of the fund, types of eligible projects, common mistakes when applying, and timeline after submission.
2026 CDPF Funds
Approximately $25.6M was available as part of the 2026 Capital Outlay bill.
DFA-IPDD opened the application for these funds on Monday September 29, 2025 and closed the application on Wednesday, October 29. IPDD then reviewed and scored the application from October 28th–November 8th. Contingent awardee list were provided to the Legislative Finance Council for discussion at their December meeting. Contingent awards were not final until the Capital Outlay bill was signed by the Governor in March, 2026. Funds are available for awardees to utilize beginning July 1, 2026.

2025 CDPF Funds
$24 Million in HB 450 appropriated for project completion grants not to exceed $1 million or 20% of total project cost, which ever is less.
Applications closed August 31, 2025 and entities will be notified of grant awards by October 15, 2025.
