CAPER
The Consolidated Annual Performance and Evaluation Report (CAPER) describes progress on implementation of New Mexico's Consolidated Plan. The Consolidated Plan covers the use of five formula grant programs: Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grants (ESG), Housing Opportunities for Persons with AIDS (HOPWA), and Housing Trust Fund (HTF). The Mortgage Finance Authority (MFA) administers HOME, ESG, HOPWA and HTF. The New Mexico Department of Finance and Administration administers CDBG.
